Berlin, May 9, 1911. I HAVE the honour to report that a Bill authorising the issue of shares for small amounts within the administration of the consular courts and the protectorate of Kiao-Chow has passed the Federal Council, and has again been presented to the Reichstag. This Bill is a repetition of one which was thrown out last year. It provides for the possibility of issuing shares of less than 1,000 marks (501.), but of not less than 200 marks (101), and contains other small amendments which will probably facilitate its passage through the Reichstag.

The fact that the principle prevailing in the Empire that no shares could be issued of less than 501, also obtained in Kiao-Chow caused many persons wishing to form companies there to place themselves under English law. The "Kölnische Zeitung" says that the German Government is perturbed at seeing the number of English companies steadily increasing in the protectorate, and will therefore do its best to bring about the passage of the Bill this session.
